Accessing the China market and saving money by using China as a low-cost production base are two completely separate strategies. A few companies have managed to be successful at both simultaneously. You won't be. Don't try.

First, develop a strategy. Understand the market and pricing stuctures in the marketplace. It's never too early to look for professional help. Be aware -- market research in China tends to be of much lower quality than in the US or other developed markets, so be careful what you believe and what you pay for.

China is still a great place to reduce your cost of production, but the game has gotten much more sophisticated over the last few years. Look for value-added sourcers who have experience in your industry. The key to successful importing is to have multiple partners. There is a tendency for Chinese partners to accept any assignment or order and figure out how to execute later. Also, look out for multi-tiered subcontractor relationships. Be very, very clear about who is actually doing the work you are relying on.
